12GB, 9GB, fold dimensions, and A20 Pro on TSMC 2nm are not an Apple spec sheet. They are high-confidence reports from Kuo, Bloomberg, and Gurman. Why it is an AI phone: a hardware gate, not a slogan
Apple Intelligence in 2024–2025 was sold as “iPhone 15 Pro can run it.” WWDC 2026 split that sentence in two: system Apple Intelligence / Siri AI still start at iPhone 15 Pro; the heaviest on-device model — Siri voice with adjustable pace and expressiveness, and a clear jump in system dictation — needs at least 12GB of unified memory, and Private Cloud Compute cannot fill the gap. Image generation and other server-heavy features have daily caps; most iCloud+ plans raise the ceiling — Cook said as much on the 30 July earnings call. For developers that means: when Siri routes your app through the cloud path, plan for quota failures and timeouts. A flagship purchase is not unlimited inference.
Siri AI: from commands to conversation to actions
Siri AI is the WWDC 2026 name for the rebuilt assistant. Apple’s sentence is crowded: more intelligent, more knowledgeable, more capable. In practice it is four things, and the developer betas match MacRumors:

Validate that schema locally in the JSON toolbox the same way you write tools.parameters for Gemini or OpenAI. The more capable Siri gets, the more expensive a loose parameter becomes — on-device models are stricter about types, not kinder. Where Gemini and ChatGPT sit
The brand users see is Siri AI, not Gemini. The stack is messier: Apple says the next Foundation Models “used the technologies behind Gemini”; reporting describes a multi-year, non-exclusive, roughly $1B/year custom Gemini (about 1.2T MoE) for the heaviest requests that leave PCC. ChatGPT has been an optional handoff since 2024. Apple also sued OpenAI for trade secrets this year, which makes that exit look like a hedge, not the spine.
For the “AI phone” story that is actually coherent: the phone sells orchestration, privacy, and actions, not a flagship weight file Apple trained from scratch. On-device eats timers, summaries, dictation; PCC eats cross-app multi-step; Gemini covers world knowledge and long reasoning. If Ternus follows the Apple Silicon script, everyday traffic keeps getting pushed down a layer — he will not announce “we cancelled the license” on 9 September. Developers should keep the model string configurable and not weld Action field names to one cloud vendor.
Who can use it — and who cannot
Official availability is already hard. A keynote does not tear up contracts or regulators:
- Hardware. Apple Intelligence / Siri AI need iPhone 15 Pro, iPhone 15 Pro Max, iPhone 16 and later. iOS 27 still installs on iPhone 11. That is not Siri AI.
- Language. The Siri AI user beta is “later this year,” English first (US / UK / AU / CA / IE / IN / NZ / ZA). Apple Intelligence writing and summaries already cover a wider set, including Simplified and Traditional Chinese, Japanese, and Korean. Do not mix that list with the English Siri waitlist.

- Treat EU iPhones and China as if Siri AI does not exist. The core flow must still work with taps. There is no public timetable.
- Degrade cloud paths on quota and timeout. Daily caps and iCloud tiers are already in the official notes. Keep a local fallback.
- Do not market the spring standard iPhone 18 as the full AI phone. 9GB misses the advanced on-device tier. Sales copy and docs should use two tiers.
